Impact of Changes in Workers’ Compensation Laws on System Performance: Examples from WCRI Studies

The webinar will focus on how major workers’ compensation legislative changes over the past 20 years have impacted medical payments, income benefits, or both in selected states. Ms. Telles will discuss factors that drive change in workers’ compensation systems, in general, and the specific system features that contributed to the pre-change costs per claim in various states, including Texas, Tennessee, North Carolina, Indiana, and Louisiana. As part of our examination of medical payments, we will discuss reimbursement for medical care, medical treatment guidelines, utilization review, managed care/provider networks, and prescription drug formularies. Income benefit topics will include benefit system types, statutory maximum benefits, limits on duration of temporary disability, determination of permanent partial disability benefits, and use and costs of lump-sum settlements. We will draw on results from our CompScope™ Benchmarks studies and other WCRI research including Workers’ Compensation Medical Cost Containment: A National Inventory, 2024; Designing Workers’ Compensation Medical Fee Schedules, 2022; WCRI Medical Price Index for Workers’ Compensation, 15th Edition; Workers’ Compensation Prescription Drug Regulations: A National, Inventory, 2023; and Hospital Outpatient Payment Index: Interstate Variations and Policy Analysis, 12th Edition.
